By accessing the catalog I meant finding the actual publication by Kobylańska, be it in pdf or a physical copy, to read the commentary and likely see the fascimile of the manuscript.
Luckily, I found the manuscript elsewhere. I was hoping they would be complete pieces, but in fact these are only two short sketches.

That manuscript was supposedly sent by George Sand along with her letter to Stefan Witwicki. The letter in question was resent several times and owned by different people.
- George Sand -> Stefan Witwicki (letter dated 22 March 1844)
- Stefan Witwicki -> Karolina Mężeńska (17 April 1844)
- Mężeńska's granddaughter, also named Karolina -> Zygmunt Mycielski (31 January 1929)
Zygmunt Mycielski published the letters (translated into Polish) and the sheet music of the sketch in the Polish magazine Muzyka (issue R.7 nr1 from 20 January 1930).
Here's the issue of the magazine. See the musical fragment on page 12.

After reading the letters, it seems neither Sand nor Witwicki indicated that there was any sheet music attached. It was Karolina Mężeńska (the granddaughter) who wrote that the manuscript had been put into the envelope by Sand.
What do you mean by accessing the catalog to be more exact?
Since It's taken from the catalog of Chopin's works by Krystyna Kobylańska, maybe we would get more info if we could access the catalog?
PL name: Rękopisy utworów Chopina: katalog
DE name: Frédéric Chopin: Thematisch-bibliographisches Werkverzeichnis

No problem! By the way, where did you find it? Sounds like vinyl.
thanks for the transcription

This is from after 1989. Did some digging and found out that the cassette cover is taken from Laurie Simmons "Walking Hourglass" from 1989. My guess is that the artist / band could be Akihiro Kodama or Augusto judging by its sound. But it could be anything
You literally attached a link to the song
