The more I listen to this song, the more I think it's a song by Neil Halstead - The last thing he made with Slowdive before 2005 was Pygmalion, which imo is the closest sound to this song (particularly the opener 'Rutti'). That album released in 1995 - After that he worked on solo stuff. I believe this song could be something he made between that period (1995 - 2005).
I also have a question for the OP - Are you 100% sure this is the full recording? It starts in a very strange way, like it's incomplete, and the scratching sounds throughout are quite odd.
