Not sure if this will help, but I did find an archive of psytrance tracks on this link:

It might be possible that it's in there, just have to skim through about 3000 audio files though.

Sounds like psytrance, more like old 90s-2000s psytrance. Perhaps the song is way older than the video. You can go to https://www.goastore.com/ for looking for 2000 psytrance albums that sounds like this. Perhaps the song is there

It was taken from a 2008 video taken by an early 2000's phone. I found another, longer sample but the quality is also really poor. I'll upload it soon.
