I right clicked and checked the properties of the file, and yep, under the "Media" section it lists the year as 2002. It's definitely possible that there could be an earlier instance of this sample however, as development for half-life 2 began in mid-1999, as well as the fact that the original sample could've been taken from a sound/music library. There's also the possibility that theme1_loop could've also been a soundtrack that was created by Valve themselves and cut short to use as a loop, however that's something I can't know for sure unless I asked someone at Valve directly.
and the original, whatever it was, should have existed no later than 2002, since the map, namely one of the versions of e3_terminal, is used in the "clock" and plays between their ticks, if memory serves me right
