This is a snippet of the full Dutch version of The Gummy Bear Song.
This edit is not part of any official alternative version, it's almost certainly a fan-made edit (among the reverb & speed edits, it also cuts out a portion of the song near the end, skipping to another verse - listening to it with headphones I can tell this cut is very sloppy).
This submitter has a bad reputation in the Gummibar community for being generally a troll. I am inclined to believe that the audio in submission was edited by the uploader himself.
