Not sure if we could pinpoint the exact year, but based on the spreadsheet papillonne made (thank you btw) it could be as early as 1989. That is the year of the newest identified song on the list, which is "Love is Blind."

Really intrigued by this one, not just the song but the entire tape!
I took the liberty of uploading the entire tape to SoundCloud so it's easier to jump back/forth by timestamp:

There are 44 song snippets on the tape (as well as 0.2s start of a 45th, too short to identify, at the very end). I've put them all on a spreadsheet with timestamps, and so far have identified 33 out of 44. They are mostly vinyl releases from the 80's, including one Beatles Medley released by "Stars on 45" in 1980, and two instrumental-only tracks that I was able to figure out via Shazam (one popped up a Missy Elliot track but I found that she sampled from the original 80's record).

I pulled some other songs I could identify from the longer file and these things are all over the placer from 1979 to 1987 and definitely a mixture of genres from ska to soft pop. Quite an eclectic collection with no real tying theme that I can tell. It's also odd that its just bits of songs.

ive tried the term "walking on a wire" on SOCAN and BMI and then researched into the record labels and artist but i didnt manage to find a match :(

There might be a way to track down the song by searching in SOCAN and BMI the possible titles and seeing which artist matches to the song, kinda like how ekt was found. I looked into "Walking on a wire" title and it's flowerless, other possible titles could be "Panic in the streets" or "Desire". Good luck lol
